Buffalo police said several people were injured and the suspects were detained after a shooter opened fire at a city supermarket.
Police said the shooting occurred at Tops, 1200 blocks from Jefferson Avenue.
It was not immediately known how many people were attacked or how seriously injured they were.
New York Governor Kathy Hochul has urged locals to avoid the area and follow police orders.
