Milbern was born on May 19, 1987 at the US Army Hospital in Seoul. Her father and mother’s names are Joel and Jean Milbern, both of whom are white. Stacey’s father Joel is white and her mother Jean is a Korean woman. When Joel was stationed in Korea and assigned to the camp, she met when Jin arrived at the camp with the US Army.
Stacey was born into a military family in Fort Bragg, North Carolina. Milbern began her disability rights leader role at the age of 16. In 2005, Milbern helped establish the disability justice movement through conversations with other queer women with disabilities from activists of color.
